From: everythinglubbock.com

Lubbock-Cooper ISD said Thursday it was prohibiting the use of cell phones in school, following the recent passing of Texas House Bill 1481. Effective at the start of the 2025-26 school year, LCISD will require all students to leave their personal communication devices at home or power them off and store them away and out of sight while on school property during the school day.

Read the full statement from LCISD below:

In June, the Texas Legislature passed HB 1481, regarding student use of personal communication devices. The act requires boards of trustees of school districts to adopt, implement, and ensure the district or school complies with a written policy prohibiting a student from using a personal communication device while on school property during the school day. The policy must establish disciplinary measures to be imposed for violation of the prohibition.

The act requires that the policy must either:

A) Prohibit a student from bringing a personal communication device on school property; or

B) Designate a method for the storage of a student’s personal communication device while the student is on school property during the school day.

The LCISD Board of Trustees chose to implement a policy designating a method for the storage of a student’s personal communication device while the student is on school property during the school day rather than banning student personal communication devices from campuses entirely.

Beginning with the start of the 2025-26 school year, Lubbock-Cooper ISD will require all students to leave their personal communication devices at home or power them off and store them away and out of sight while on school property during the school day.

The school day begins at the signal of the first bell and ends at the signal of the dismissal bell, and includes tutorial periods, all instructional time, lunch, and passing periods.

A personal communication device includes a telephone, cell phone such as a smartphone or flip phone, tablet, smartwatch, radio device, paging device, gaming devices, earbuds or headphones, or any other electronic device capable of telecommunication or digital communication. Earbuds or headphones may be permitted by a classroom teacher for instructional use only. Devices provided by the district are not subject to this restriction.

Students may use personal communication devices only if required by the student’s Individualized Education Program (IEP) or Section 504 Individual Accommodation Plan, or if the student has a documented medical directive for use of a personal communication device from a qualified physician.

You can review the policy in full, along with administrative procedures, disciplinary consequences, and FAQs at https://www.lcisd.net/page/personal-communication-device-policy?fbclid=IwY2xjawL4Z85leHRuA2FlbQIxMABicmlkETE5Q3d4blh5VTJ3cFl1akdjAR5Vpi7a421L_h2TCXlGJF2dPDfXrAHwIhJvoDiz15iI7ws3iWhovZJNPW2t2A_aem_mu8X2jVJE0btqm-Hfupfqw.

As the school year winds down, there may be some detours and delays for Lubbock-Cooper ISD parents and students on their commute during the last week of school.

LCISD superintendent, Keith Bryant, said they have been keeping parents updated on the closure of Loop 493 off of Highway 87 for the past few weeks. Bryant said the closures are a part of the Woodrow Road expansion project.

“We simply have been communicating that to our parents to make them aware to alter travel plans, we’re certainly concerned about the intersection of Highway 87 and 493,” Bryant said.

Bryant said recent weather events and complications with construction have caused timelines to shift for the Loop 493 closure. He said the district was told by the Texas Department of Transportation this past weekend that the closure would happen sometime this week.

TXDOT crews were seen closing the road Monday afternoon.

“What we’ve asked our parents to do is just to keep their own students’ safety and other students’ safety at the forefront of their minds and they’ve done a great job with that,” Bryant said.

With a few days of school left, the district wants drivers to keep a few things in mind during pick-up and drop-offs.

Bryant asked parents not to drop their students off along Woodrow or Loop 493 and for walkers to cross at the only safe crosswalk at the intersection of County Road 2330 and Woodrow Rd, where they have a crossing guard each morning and afternoon.

Buses will also take a different route to avoid Loop 493 as well. Bryant said their route takes them through Cooper Ranch to avoid the shutdown of Loop 493.

Bryant said their parents and students have done a great job at navigating the construction and closures that have been brought on by the Woodrow project since the beginning.

While they don’t have exact dates on when Loop 493 will reopen, Bryant said they will continue to keep families updated.

The Lubbock Independent School District told parents in a message on Wednesday that students would be kept inside due to the low air quality caused by the Panhandle wildfires.

According to the message, students will be kept inside for recess and restricted outdoor activities for athletics.

“The health and safety of our students is our top priority, and this measure is in line with recommendations from health authorities to minimize exposure to smoke,” according to the district.

LISD said the poor air quality can pose health risks to children and “believe this action is necessary to ensure their safety.” The district also encouraged everyone to take the necessary precautions at home to ensure the health and safety of one’s family during this time.

Lubbock Cooper-ISD said it was leaving the decision to keep in students to the discretion of its campuses.

“LCISD campus and athletic administrators will determine on a case-by-case basis whether students will participate in outdoor recess or other outdoor activities,” LCISD said. However, students with respiratory issues will be “permitted” to stay indoors.

Dr. Julie St. John, Associate Professor for the Julia Jones Matthews School of Population and Public Health, told EverythingLubbock.com that the wildfire is causing smoke particles to enter the air, which causes inflammation in the airway.

Dr. St. John went on to say the smoke can trigger attacks for those with asthma as well create phlegm in a person’s throat, which can lead to excessive coughing. The medical professional encouraged individuals with chronic lung conditions such as asthma and COPD to wear a medical grade N95 mask to reduce the inhalation of smoke particles.

From kcbd.com

Lubbock-Cooper ISD released this statement on Sunday afternoon, warning parents about changes that will “significantly impact school traffic on and near Woodrow Road.”

The right turn lane on southbound Loop 493 (east of LCHS) has been barricaded off and is no longer accessible. This means that all southbound traffic on Loop 493 will be reduced to one southbound lane; traffic can no longer split into two lanes (one lane going straight across Woodrow Road and one lane turning west onto Woodrow Road). This also results in a very sharp right turn for drivers turning west onto Woodrow Road, a turn that may not be possible for commercial vehicles.

This update will result in southbound traffic on Loop 493 backing up significantly, possibly all the way from southbound Highway 87. To reduce the traffic on Loop 493, drivers needing to access the Woodrow Road/Loop 493 intersection may prefer to exit Highway 87 using the Woodrow Road exit instead of the Loop 493 exit.

Much of the shoulder of the westbound lane of Woodrow Road has also been barricaded, resulting in a very narrow westbound lane.

Please use extreme caution when traveling westbound on this area of Woodrow Road.

PLEASE BE AWARE: THE BARRICADES HAVE ELIMINATED ANY SAFE ACCESS POINT FOR STUDENTS WALKING TO LCHS FROM THE DONUT SHOP. THE LANE IS TOO NARROW FOR PEDESTRIAN TRAFFIC, AND THERE IS NO WAY FOR STUDENTS TO CROSS THE BARRICADES TO GET TO THE CAMPUS. PLEASE DO NOT DROP LCHS STUDENTS OFF AT THE DONUT SHOP IN THE MORNINGS - THERE IS NO WAY FOR THEM TO SAFELY CROSS WOODROW ROAD TO ACCESS THE SCHOOL.

Thank you for your continued patience and efforts in ensuring a safe environment for our students.

Lubbock County officials officially broke ground on a road project years in the making Monday afternoon.

County commissioners, golden shovels in hand, turned ceremonial dirt on the first phase of the Woodrow Road improvement project, a $77 million expansion of the road approved by Lubbock County voters in 2019.

Construction on the first phase of the two-phase project began in late October and is expected to be complete by the fall of 2026, according to county officials. The Texas Department of Transportation will execute this first phase of the project with The Woodlands-based general contractor Webber, LLC for about $38 million.

Phase one of the project stretches from U.S. 87 to Indiana Avenue, passing in front of Lubbock-Cooper High School, and will convert 2.5 miles of Woodrow Road (also known as County Road 7600) from a two-lane county road to a five-lane thoroughfare.

Phase two, which is expected to commence in fall 2024, will similarly convert the remaining 2 miles at a cost of around $28 million.

"What we will get in the end is what I hope to be, and what we're planning to be, one of the great arterials in this community that will serve the needs of the people of Lubbock County for the next 30 to 40 years," County Judge Curtis Parrish said at the ceremony Monday.

Keith Bryant, superintendent of Lubbock-Cooper ISD, said more than 4,000 students, teachers and staff members travel down Woodrow Road every day to access three of the district's schools within the project area.

"While it's been a long time coming and there's been a lot of emphasis over the years on the safety out here, we know that better days are ahead," Bryant said. "The district is excited as we continue to grow, and growth continues to be on the horizon, and to have a five-lane thoroughfare that will serve the needs of our community for a long time is very, very much appreciated."

Parrish urged motorists to be extra cautious as construction ramps up and continues in the coming years.

"During our time that we're under construction, we want to ask that you pay attention to the yellow cones, and to our guys here in the in the orange vests," Parrish said.

"Sometimes there's a little growing pain as we deal with the construction," the judge added. "Traffic will have to be slower, so if you're used to a certain amount of time getting from your house, maybe down to the high school or some other places along Woodrow Road, give yourself plenty of time during this construction phase."

Lubbock-Cooper ISD announced on social media on Monday it has received information regarding the Woodrow Road expansion project from Lubbock County officials.

The first phase of the project is set to begin on Monday, October 9 with a completion date set at September 26, 2026. This phase of the project will cover Woodrow Road from US 87 to Indiana Avenue, Lubbock-Cooper ISD said.'

The speed limit while in the construction zone will be no higher than 40 mph. A large portion of the construction is a designated school zone, and the speed limit will be lower when the school zone lights are on, Lubbock-Cooper ISD said.

Lubbock-Cooper ISD wants to remind drivers that it does not own any part of Woodrow Road, nor has any jurisdiction over this project. The school district said it is only able to relay information to parents in the district. If you have any questions about the project, timeline, or traffic routes, contact the Texas Department of Transportation Lubbock District. Specific contact information can be found at the link here.

TxDOT ensured there would be a two-way traffic flow on Woodrow Road for the duration of the project. Lubbock-Cooper ISD asked parents and student drivers to use increased caution when traveling through the construction zone.

Lubbock-Cooper ISD said it will share updates on the project as it becomes available.

EverythingLubbock.com reached out to the Lubbock Independent School District on how this will effect its schools.

“We work daily with the Lubbock Police Department to ensure the safety of our campuses,” Erin Gregg, the Executive Director of Communications and Community Relations for Lubbock ISD said.

Frenship ISD said that it will continue to work closely with local law enforcement agencies.

“We appreciate their support and efforts to investigate the recent social media threats that are circulating the South Plains.
On Thursday, school districts in the Lubbock area were made aware of multiple social media threats that circulated the web. The districts included Lubbock ISD, Lubbock-Cooper ISD and Frenship ISD.

LCISD sent out a message to all parents of the school regarding the threat.

Lubbock ISD also said it was aware of online threats and would make a statement. Frenship also said a statement would be released concerning the same issue.

According to a statement from Lubbock ISD, the Lubbock Police Department was made aware of the social media threats.

The statement said, “the post had been altered several times… and continued to be shared, causing panic and fear.” However, LISD and LPD were “working together closely to track the origin of the post,” said the statement.

The statement said, “they do not believe there is a credible threat to the schools in our area.”

LISD said in the statement it takes these “reports seriously and work with local, state, and federal law enforcement agencies to fully investigate any threat to the safety of our students and staff.”

Frenship ISD had mentioned in a statement that “there is no credible threat to our Frenship campuses.”

The school district sent a follow-up statement May 11 that said federal law enforcement would continue to investigate the origins of the post.

FISD assured that although no credible evidence posted threats to the Frenship campuses, “we take these reports very seriously and remain in contact with our local law enforcement agencies.”

A student at Lubbock-Cooper Middle School brought a gun and ammunition to the campus on Tuesday, according to a statement from the Lubbock-Cooper Independent School District.

LCISD said a teacher became aware of the ammunition around 2:25 p.m. After the teacher confiscated it, the school district said the student ran away from the building.

According to LCISD, police saw the student throw an object, later identified as an unloaded gun, while running from school property.

“LCMS and South Elementary both activated Alert protocol, meaning any students outside of the building were quickly brought inside and all exterior doors (including the main entrances) were locked in addition to all classroom doors,” the district said in a statement.

LCISD said bringing a gun or ammunition to school is a felony, and the district planned to pursue the “maximum penalty” against the student.

The following is a statement from Lubbock-Cooper ISD:

At approximately 2:25 p.m. this afternoon, a Lubbock-Cooper Middle School teacher became aware of a student who possessed ammunition. The teacher confiscated the ammunition and the student fled the building, running away from school property in sight of school staff. LCMS and South Elementary both activated Alert protocol, meaning any students outside of the building were quickly brought inside and all exterior doors (including the main entrances) were locked in addition to all classroom doors. Lubbock-Cooper ISD Police pursued the student and the student was taken into custody off of LCISD property within four minutes of the initial call to LCISD Police.

LCISD Police witnessed the student discard an object while running away from school property. The object was found to be an unloaded firearm.

Bringing a firearm or ammunition onto school property is a felony offense and the district will pursue the maximum penalty against this student.
